Whether you are a "filer" decides how much withholding tax you pay on bank transactions, vehicle purchases, property and more. In Pakistan, filer status has one official meaning: your name appears on FBR's Active Taxpayers List (ATL). FBR itself defines the ATL as the central record of people who filed an income tax return for the previous tax year. Checking your name on it is free, takes two minutes, and needs no agent — here are the three official methods.
1. What the ATL is, and when it updates
FBR publishes the ATL every year on 1st March, and it stays valid until the last day of February of the next financial year. FBR states the list is updated every Monday on its website. Practical meaning: if you filed your return a few days ago and your name does not show yet, wait for the next Monday update before worrying. If your name is on the ATL, you are treated as a filer/Active taxpayer; if not, you are treated as a non-filer/Inactive for withholding-tax purposes, even if you have an NTN.
2. Method 1: IRIS online verification (no login needed)
Open FBR's IRIS portal at iris.fbr.gov.pk. You do not need to log in or register for this check. Find the Online Verifications section and select Active Taxpayer List (Income Tax). Choose the parameter type — CNIC for an individual (NTN and other options exist for companies and AOPs). Enter your 13-digit CNIC without dashes, complete the captcha, and click Verify. The result shows the name and whether the status is Active (filer) or Inactive for the tax year. FBR also offers the full ATL as a download on fbr.gov.pk, and the Sales Tax active taxpayer list is a separate list — this guide is about income tax, which is the filer status used by banks and most departments.
3. Method 2: SMS to 9966 (works on any phone)
No internet? FBR's official SMS service does the same check. For an individual, type ATL, then a space, then your 13-digit CNIC without dashes — for example: ATL 35202XXXXXXXXX — and send it to 9966. For a company or AOP, type ATL, a space, and the 7-digit NTN, and send to the same 9966. (AJ&K users use the AJKATL format FBR lists on its ATL page.) The reply tells you the active/inactive status. Use only 9966 — other numbers circulating on blogs are not FBR's official ATL service.
4. Method 3: Tax Asaan app
FBR's official app is Tax Asaan, developed by PRAL (Pakistan Revenue Automation) for FBR — check the publisher name before installing, because copycat apps exist. Inside the app, open Online Verification Services and choose the ATL check, then enter the CNIC or NTN. The app also handles other FBR verifications, so it is worth keeping if you deal with tax matters regularly.
5. Status shows Inactive? What it usually means
Inactive almost always means one of three things: no return was filed for the previous tax year; the return was filed but the ATL has not reached its Monday update since; or the CNIC/NTN was typed incorrectly (dashes are the common culprit — the SMS and portal want digits only). If you filed and a full week has passed, check again, and if it still shows inactive, contact FBR through its official helpline/channels with your return acknowledgement slip in hand.
Frequently asked questions
What is the difference between having an NTN and being a filer?
An NTN (or registration) means FBR has you on record. Being a filer means your name is on the Active Taxpayers List because you filed last tax year's return. You can have an NTN and still be treated as a non-filer if you are not on the ATL.
I filed my return but the check still shows Inactive. Why?
The ATL updates on Mondays, per FBR. A return filed after the last update appears in the next one. Recheck after the coming Monday, making sure the CNIC was entered without dashes.
Is checking filer status by CNIC free?
The IRIS online check and the Tax Asaan app are free. The SMS method to 9966 costs one standard SMS from your mobile balance. Nobody needs to pay an agent for this check.
